Mark focuses his practice on labor, employment, regulatory and public sector matters, and holds the position of Chair in both the Labor & Employment and Education Departments at the Weiner Law Group. He provides advice and counsel to both public and private sector employers on policy matters, contract administration, and employer/employee relationships. He represents clients at the bargaining table and before administrative agencies and arbitrators. Mark is knowledgeable in a range of matters involving political campaign law, including state and local "pay to play" issues. He regularly advises clients with respect to their political contribution rights and disclosure obligations.

Mark has focused his practice in the area of public sector representation since 1990. He represents municipalities and their independent authorities and boards of education in all facets of their operations, including governance, employment/labor matters and collective bargaining. He has extensive experience serving as general counsel, special counsel, education counsel, labor counsel and negotiator for public entities throughout New Jersey. By utilizing the combination of his legal, financial and business acumen, Mark is able to place legal issues in a larger business context, embrace risk and make decisions, communicate with business partners in language they can relate to, and work seamlessly with executives and boards to make productive decisions about operations and strategy.

Mark’s ability to take a broad view of the external environment, analyze information, and use that understanding to help clients “see around the corners,” contribute to strategy, and be proactive about addressing potential legal and regulatory issues, has helped our clients traverse the challenges and opportunities within their industries.

Mark has litigated in both state and federal courts and practices before the U.S. Equal Employment Opportunity Commission, National Labor Relations Board, and numerous New Jersey State agencies, including the Public Employment Relations Commission, Division on Civil Rights, Election Law Enforcement Commission, Department of Education, Office of Administrative Law, Civil Service Commission, Division of Pensions and School Ethics Commission.

Mark also works at the University of Pennsylvania serving as Senior Legal/Business Advisor to UPenn’s brand new Education Entrepreneurship Master’s Program. Education Entrepreneurship provides working professionals with the skills and experiences necessary to conceptualize, develop and manage effective 21st-century innovations in education. Graduates of this unique program leave with the tools necessary to chart entrepreneurial solutions in education, including creating new schools or other education ventures in the for-profit or not-for-profit sectors. Mark provides guidance and leadership for the nation’s first-ever Master’s degree in Education Entrepreneurship designed at the intersection of education, business, and entrepreneurship.
