Stephen M. Bacigalupo, II, was selected as one of the 2015 New Leaders of the Bar* by the New Jersey Law Journal, and rated as a Rising Star* (2014-2017) by New Jersey Super Lawyers, focuses his practice in the areas of Labor and Employment Law; Litigation; and Education Law.  Stephen routinely investigates alleged workplace misconduct, and counsels his clients on navigating through the same.  Stephen also provides his clients with such advice on an array of matters including, but not limited to: employment issues such as employee/workplace misconduct, tenure acquisition, and employee dismissal, as well as OPMA, OPRA, and HIB.  Stephen regularly appears before State and Federal Courts, and Administrative Agencies representing clients in all subject matters affecting their operation, including general employment; tenure and seniority; etc.

Stephen frequently lectures for among others, the New Jersey School Boards Association on topics that have included: “The New Law of Social Media and The Internet for Independent Schools” hosted by the New Jersey Association of Independent Schools – Trustee Enrichment Day; “OPRA and OPMA – Allowing for Transparency”, Association of Environmental Authorities of New Jersey, OPRA and OPMA; “Beware: Looming Ethical Disasters for Board Members”, New Jersey School Boards Convention; “The New Tenure Law Hearing: Promises and Pitfalls”, New Jersey School Boards Convention; “ From TEACH NJ to ACHIEVE NJ: Traversing the Tenure Law Landscape”, New Jersey School Boards Association, Somerset County; and “The Law of Social Media and the Internet for Public Schools”, New Jersey School Boards Association, Hunterdon County.

Stephen is a graduate of Adelphi University (2001), where he earned a Bachelor of Arts, summa cum laude, in Political Science/Economic Analysis. Stephen was also the recipient of the W. Grafton Neally Award for Excellence in Political Science; a member of Pi Sigma Alpha (Nu Theta)- National Honors Society in Political Science; and selected to be a Delegate at the Student Conference on United States Affairs (SCUSA 51), held as the United States Military Academy, West Point. In addition, Stephen received his Juris Doctorate degree from Seton Hall University School of Law (2004). While at Seton Hall, Stephen was a member of the Phi Alpha Delta Law Fraternity, International, William Paterson Chapter, and was elected to serve as a Senator of the Student Bar Association.

Stephen is admitted to the bars of the State of New York and New Jersey.  Stephen is also admitted to the United States District Court for the District of New Jersey, United States Court of Appeals for the Third Circuit, and the United States Court of Appeals for the Federal Circuit.
Stephen has also served as a law clerk to the Honorable Paul F. Chaiet, J.S.C., Monmouth County, Criminal Division, as well as a judicial intern to both the Honorable Paul F. Chaiet, J.S.C., Monmouth County, Criminal Division and the Honorable Louis F. Locascio, J.S.C., Monmouth County, Civil Division.

Stephen is a member of the New Jersey State Bar Association; the Monmouth County Bar Association; and the Knights of Columbus, 3rd Degree.
