Allan concentrates his practice on the representation of Boards of Education in all facets of education law, including special education, public sector labor law and employment law. This representation extends to State and Federal courts and the Office of Administrative Law (“OAL”). In his role as Chief Negotiator Allan often serves as Board spokesperson in collective negotiations and during arbitration proceedings.

His interest in education law and its related fields was sparked by one school law course while attending Rutgers Law School. He clearly saw that many of the great legal issues facing society were present in the education system from First Amendment Rights, search and seizure and the rights of parties in all forms of contracts. This interest led to a position at the New Jersey School Boards Association (“NJSBA”) as Legal Counsel where he assisted local boards of education in dealing with the many issues they were confronting.

Upon leaving the NJSBA, Allan entered private practice but continued to exclusively represent boards of education. During his career, Allan was fortunate to appear before New Jersey’s Supreme Court in three matters which set important legal precedent. For example, in Lascari v. Ramapo-Indian Hills Regional,  Allan argued before the court and reversed the law that required boards of education to provide the “ best” education for classified students (special education students) to that of an “appropriate” education.

Allan speaks and lectures on a wide variety of topics including student discipline, Harassment Intimidation & Bullying (“HIB”), student residency, special education and all forms of personnel matters.
These presentations have been made at the annual conferences of the NJSBA, the New Jersey Association of School Administrators (“NJASA”), the New Jersey Principals and Supervisors Association (“NJPSA”) as well as to county and local school boards.

He has authored articles not only on behalf of the Firm but also the New Jersey Lawyer, the monthly magazine of the New Jersey State Bar Association. He has also appeared as a commentator on Court TV addressing issues confronting boards of education. Allan has also been named a “Super Lawyer” in the field of school law by New Jersey Monthly magazine.

Allan is a proponent of giving back and has served his community as a Boy Scout leader, and coach for soccer and Little League baseball teams.
