As Co-Chair of the firm’s Litigation department and with a focus on real estate, government and education law, Richard has represented municipalities, boards of education, sewerage authorities, redevelopment agencies, corporations and individuals in a wide range of matters, including condemnation, real estate development and redevelopment, public contracts, transportation issues, civil rights, land use and environmental issues, tax appeals, and tax abatement matters. In advocating on his clients’ behalf he has appeared before federal and state trial and appellate courts.

Richard has an impressive record of public service as well, having served as Deputy Attorney General in New Jersey from 1970-1988 and Chief Counsel for the New Jersey Department of Transportation from 1975-1988. Since 2009 he has held the position of General Counsel for the Linden Roselle Sewerage Authority.
