Sapana S. Shah

Sapana Shah routinely advises both public and private clients at the intersection of government, real estate, regulatory law, and litigation.

Her practice spans multiple disciplines, with a strong focus on local government operations, municipal land use, redevelopment law, litigation, and public contract compliance. She has served as Municipal Attorney, Assistant Corporation Counsel, Redevelopment Counsel, and Special Counsel to municipalities and public entities, guiding complex projects through the legal and regulatory framework of the Open Public Meetings Act, Open Public Records Act, New Jersey’s Municipal Land Use Law, and Local Redevelopment and Housing Law.

Shah has negotiated and drafted hundreds of legal instruments, including redevelopment agreements, financial agreements (PILOTs), affordable housing contracts, land disposition agreements, AIA construction contracts, bulk water and utility contracts, leases, and RFPs. Her real estate work includes overseeing residential and commercial closings and advising on land use, title, zoning, and regulatory review.

Shah’s legal counsel ensures that redevelopment and infrastructure projects align with applicable land use regulations and municipal goals while minimizing legal exposure and promoting transparency. She has litigated Section 1983 & Title 59 cases, OPRA, and prerogative writ matters.

In addition to her legal practice, Ms. Shah brings firsthand experience in local governance, having served as an elected Councilwoman and Vice President of the Edison Township Council, as well as an elected member of the Edison Board of Education. She is a past President of the Asian Pacific American Lawyers Association of New Jersey and served for nearly a decade on the New Jersey Supreme Court District VI Ethics Committee.
